Ingrid Parris- Hicklin
Ingrid retired from Fairfax County Government as the Deputy Director for the Office of Public Private Partnerships. As a Fairfax County employee she was the recipient of numerous awards. Most notably she received the A. Heath Onthank Award for merit which is the highest honor that Fairfax County Government awards to its employees. Ingrid serves on the United Way Fairfax-Falls Church Regional Council. She is past president of the Rotary Club of Tysons Corner, National Capital Region Society of Certified Public Managers, and Jack and Jill of America, Inc., Prince William County Chapter. She is currently serving as Chaplin of the Old Dominion (VA) Chapter, The Links, Incorporated. Ingrid is a graduate of City College of New York, Bachelor of Arts in Education. She received her certification as a Certified Public Manager (CPM) from the Institute for Regional Excellence, Metropolitan Washington Council of Governments and George Washington University.
Tamika Law is an accomplished singer and business woman who has mastered the art of combining her Administrative and Customer Service background with her lifelong passion of music through her company Musically Yours Entertainment Group (MYEG).
Tamika brings to your event over 12 years’ experience as a multi-faceted, highly motivated, and goal driven Music Executive. Her strong work ethic, attention to detail and love for people make her easy to work with and relate. She enjoys being able to add the musical soundtrack to your special occasion while making a memorable moment for you, the client! It gives her great pleasure to see dreams manifest knowing she played a small part in them coming true.

Nicole Quiroga, a native of Washington DC, was the General Manager of Telemundo WZDC-25 in Washington D.C. and Telemundo WZTD-45 in Richmond, VA. In her position, Ms. Quiroga predicts market trends, sets budgets and performance expectations, ensures station compliance with FCC requirements and has overall responsibility for maintaining and growing the profitability of both stations.
Ms. Quiroga is a television broadcaster with expertise in media sales, journalism, multi-cultural marketing, and strategic planning. She is deeply passionate about educating and empowering Washington DC’s Latino community and, over her 18 years at Telemundo, has forged strategic partnerships with community and corporate organizations which allow her to execute community campaigns that provide Hispanic families access to critical information and resources. Conversely, Nicole also helps organizations develop business models that invest in culturally sensitive branding, communications and outreach efforts that effectively serve and connect to this super-consumer.
Ms. Quiroga is frequently invited to speak on topics such as: understanding and harnessing the power of Hispanics, developing culturally relevant outreach campaigns and attracting and retaining Hispanic professionals. She holds leadership positions at the Greater Washington Hispanic Chamber of Commerce, Leadership Greater Washington and the Harvard Journal of Hispanic Policy.
In her new role as President and CEO of GWHCC, Nicole will:
· Serve as the voice of the Chamber for constituents, partners, community leaders, and the community in general as she develops strong relationships throughout the community.
· Serve as a resource for members and the media on local issues that affect business. She will serve as a liaison to organizations as well as local government officials as she advocates for the local business community.
· She will Work to ensure a positive image of the Chamber within the membership and the greater community through business outreach & marketing initiatives.
She will work to grow membership to ensure the reach, impact and financial stability of the chamber.
Lee Garvey is founder and president of Click2Mail (C2M) the world’s most advanced and comprehensive online mail system -- a unique platform that has redefined the way organizations large and small create physical mail for business and marketing communications.
Garvey is considered one of the nation’s experts on non-traditional, cloud-based postal systems. He started his career as an 18-year-old letter carrier in 1970 and rose through the ranks of the U.S. Postal Service over two decades in a series of supervisory roles at post offices in Northern Virginia, and as a regional advisor to businesses on how to use the USPS systems to reach their audiences. Garvey also filled national roles as a USPS national accounts manager and an international mail specialist.
In 1995, Garvey – while still at USPS – was part of a team that recognized the huge potential of the internet to revolutionize postal services. There he created an experimental system – the first of its kind -- called NetPostâ that leveraged web-based technology to profoundly simplify the creation of bulk mailings by small businesses. In 2000, NetPost launched nationally on usps.com as part of the USPS’s ground-breaking Post Office Online, growing to serve the needs of tens of thousands of early adopter mailers on the Internet.
Early in 2000 Garvey left USPS for Silicon Valley to help build a dot-com startup that would help companies incorporate smart technology into their postal activities. In 2003 USPS’s abandonment of the NetPost experiment prompted Garvey to create a new startup to take over and operate NetPost Mailing Onlineâ as a USPS-branded commercial venture. USPS retained a revenue stake by extracting affiliate fees for each transaction.
In 2006, he rebranded NetPost as Click2Mail.comâ, a platform that has since disrupted the traditional mailroom model to create the nation’s largest suite of online postal mailing services. C2M has removed many inefficiencies from hardcopy business communications by eliminating the need for local printing, sorting, labeling, applying postage, and physical transport. What that means for customers is no postage meters, no permits, no printing, no minimums, no subscription fees and no trips to the post office. Its success is attributed to the fact that small businesses – even those with modest marketing budgets – can use C2M to tactically compete with large businesses in marketing themselves.
Today, annual revenue is about $13 million. The C2M team has decades of experience at USPS and in large-scale commercial printing and mailing. C2M provides live US-based customer support. Most mail is printed and mailed the next business day and with a network of partners who mail directly in the U.S. and 12 other major-market countries, mailpieces can get to virtually any destination fast.
The company has achieved a number of distinctions. For example, Google selected C2M to develop a seminal postal mail feature in Google docs. The U.S. Patent and Trade Office selected C2M, starting in 2004, to send out thousands of daily auto-notifications to inventors and trademark applicants about the status of their applications. Also, according to Entrepreneur Magazine, which named it to their 2016 “Entrepreneur 360” list, the company is among the nation’s top entrepreneurial companies based on its impact, innovation, growth and leadership.
Born in North Carolina, Garvey came to Washington, D.C. as a child and grew up there. His family subsequently moved to Arlington, VA where Garvey and his wife live now. He earned an MBA from George Mason University’s School of Business in 2005. Garvey and his wife are outdoor enthusiasts; they enjoy scuba diving and own and ride motorcycles, usually opting for rides up into the Shenandoah Mountains on the weekends.
Garvey is a respected leader in the DC region’s business, tech and entrepreneur community. He is a virtual member of 1776, a global incubator and seed fund that helps startups transform industries that impact millions of lives every day — in education, energy and sustainability, health, transportation and cities
Nickole Winnett is a Principal in the Washington, D.C. Region office of Jackson Lewis P.C. and is a member of the Employment Litigation and the Workplace Safety and Health practice groups. Ms. Winnett is a frequent contributor on Jackson Lewis’ OSHA Law Blog and is an avid speaker on both safety and employment matters.
Ms. Winnett advises clients regarding all aspect of the employment relationship, and represents employers on litigation matters in state and federal courts related to discrimination, retaliation, disability, wages, and family and medical leave claims. She routinely counsels employers on preventing and handling workplace violence matters.
Ms. Winnett also advises clients regarding workplace safety and health matters, and represents employers on litigation, administrative and rulemaking matters under the Occupational Safety and Health Act. She provides safety and health compliance counseling to employers in general industry and construction. In addition, Ms. Winnett successfully represents employers during investigations and litigation arising under 22 whistleblower provisions administered by the Occupational Safety and Health Administration.
Prior to coming to Jackson Lewis, Ms. Winnett worked at the U.S. Department of Labor as an attorney in a variety of employment matters, including litigation related to safety and health matters on behalf of OSHA, as well as wage and hour matters under the Fair Labor Standards Act and the Davis Bacon Act on behalf of the Wage and Hour Division. She also represented U.S. Department of Labor management officials in cases brought under Title VII of the Civil Rights Act and the Age Discrimination in Employment Act. Moreover, Ms. Winnett provided legal advice and counseling to the Office of Whistleblower Protection Programs within OSHA and served as Special Assistant to the current Solicitor of Labor, Ms. M. Patricia Smith.
Ms. Winnett is a member of the District of Columbia Bar, the Virginia State Bar and the North Carolina Bar, and is also admitted to practice in the U.S. Court of Appeals for the Fourth, Fifth, and Tenth Circuits.
Ms. Winnett earned her J.D. from the University of North Carolina at Chapel Hill in 2006, where she was Internal Communications Editor of the First Amendment Law Review and authored Don’t Fence Us In: A First Amendment Right to Freedom of Assembly and Speech. She received her B.A. in political science and philosophy from the University of North Carolina at Charlotte in 2001.
